Other then using youtube, my PC has the occasional hang for 20-30s, which is kind of annoying, hoping after reading this i will solve this issue. It freezes a few seconds into loading Windows. If there is some way I can make Windows 7 use the inf chipset drivers (all of them) I think....I KNOW my stuttering issues will be gone.BUT! I have tried all three usb ports on my PC (two 2.0 and one 3.0, 3.0 got the lowest latency reading in latencymon) and still the same. I followed your advise switched to IDE instead of AHCI in the BIOS and it's good so far. same fix i tried with GoW no luck again Interesting.
